Chapter 83

Chapter 83: The Return to City Hall
The emergency hearing before the New York City Board of Standards and Appeals in September 2057 was a generational echo. The chamber was modern now, filled with holographic displays and digital legal arrays, but the human element remained identical.
On one side sat the sleek corporate lawyers of Aegis Infrastructure, flanked by data analysts. On the other side sat young Claire, backed by a neighborhood coalition.
And then, the heavy oak doors at the back of the chamber opened.
Anna Davis walked in. At seventy-eight, she carried herself like royalty, wearing a striking charcoal wool suit, her silver hair braided neatly. Beside her walked Elena Thorne—now a senior retired legal consultant, who had spent the last ten years working exclusively for Anna’s charitable trust to make amends for her father’s past.
The lead attorney for Aegis, a young, arrogant man who thought he owned the room, stood up. "Ms. Davis, with all due respect, your firm sold the rights to that laboratory structure five years ago. You have no legal standing in this municipal development zone."

Elena Thorne stepped forward, sliding a physical document onto the digital clerk's desk. "Ms. Davis doesn't have standing as an owner. She has standing as the Author Emeritus of New York Statutory Code Section 41-B. Under the grandfather clause she personally inserted into the law in 2038, any structure verified as a historic landmark of carbon neutrality is permanently immune to eminent domain for private corporate development."
The corporate lawyers stared at the screen as the algorithm instantly validated the clause, flashing a bright green code of compliance. The loophole had been plugged twenty years before they even thought to look for it.
